We'll succeed unless we quit?

So, Bushy lands in Vietnam, and is asked about the war in Iraq, and he says,

"We'll succeed unless we quit."

I know it's no longer news when he says something stupid, but it's crazy on so many levels that he says this in Vietnam.

I don't even know where to start.
