A Good Night's Sleep

So after a good night's sleep and a little bit of NPR on the drive to work, I have two questions.

1) Why isn't rebuilding New Orleans absolutely the number one priority of the potus right now?

2) If it's so important to monitor Al Caida communications in the US, why don't they get a warrant? I just cannot believe that national security is at odds with the constitution; they could find a solution if they put their heads together, right?
